diabetes association diet

Is an A1C result of 6.3 considered diabetic or normal?
My doctor called and gave me my results and said that I was at the beginning stages of diabetes that could be controlled by diet. However, according to the American Diabetic Association’s website, anything under 7 is “optimal glucose control”. Which is it?
a normal persons A1c should be between 4.7 and 6%, a diabetic who is in good control should be between 6 and 7%, so yes it is optimal but only if youre a diabetic otherwise it should be below 6
